YOUR RATES EXPLAINED

Each year Council is required to raise sufficient rates to meet its total expenditure, after taking into consideration all other sources of income. Factors such as the growth of the Shire, need for additional facilities and services, and the rising cost of labour, utilities and materials are some of the factors taken into account when considering the total rate revenue increase.


HOW RATES ARE CALCULATED

Each property is issued either a Gross Rental Value (GRV) or Unimproved Value (UV) based on the location and zoning of the property.  This valuation is provided to the Shire by Landgate Valuation Service. It should be noted the Shire has no say in the valuation that is provided.

Unimproved Valuation (UV) are Rural or Farming properties and a revaluation is provided annually.

Gross Rental Valuation (GRV) are Residential, Small Holdings, Commercial and Industrial Properties with a revaluation every 3-5 years.

The calculation of rates uses the valuation that has been provided from Landgate either GRV or UV then times this by the rate in the dollar that is set by Council.

Example:

GRV $18,200 x Rate in Dollar $0.10942 = $1,991.45

UV $850,000 x Rate in Dollar $0.005974 = $5,077.90

Each year the Shire imposes a minimum payment per rate assessment. If the calculation of the GRV or UV by the rate in the dollar results in an amount less than the minimum charge, then the minimum charge will be applied.

SPECIFIED AREA RATES

Specified Area rates within the Shire of Dardanup are Eaton Landscaping and Bulk Waste Collection.

Eaton Landscaping is levied on all properties within the Eaton town site for the purposes of maintaining and upgrading parks and reserves in the town site of Eaton. 

Bulk Waste Collection Levy is levied on all developed residential properties within (and adjoining to) the town sites of Eaton, Dardanup and Burekup that are serviced with Council’s bulk and green waste kerbside pick-up. This is to meet the cost of the service and to contribute to the refuse site cost.

The calculation of specified area rates uses the valuation that has been provided from Landgate either GRV or UV then times this by the rate in the dollar that is set by Council. (Same formula as above).


EMERGENCY SERVICES LEVY (ESL)

The Emergency Services Levy (ESL) helps to deliver essential fire and emergency services to keep Western Australia communities safe from natural hazards and emergencies. 

The Shire of Dardanup collects this levy on behalf of the Department of Fire and Emergency Services (DFES) and is submit on a quarterly bases.  For more information regarding ESL please visit DEFS website

 

APPEALING YOUR RATES

Property Valuation

A property owner may lodge an objection against the valuation of a property within 60 days from the date of issue of a rate notice.

Please note Section 6.81 of the Local Government Act 1995 states that rate assessments are required to be paid, irrespective of whether an objection or appeal has been lodged. In the event of a successful objection or appeal, the rates will be adjusted, and you will be advised accordingly. Credit balances may be refunded on request.

FINANCIAL HARDSHIP POLICY

The Shire of Dardanup (‘Council’) has adopted CP098 Financial Hardship Policy as we know many in our community may be suffering financial hardship that impacts their capacity to pay their Rates and/or Sundry Debtor Account/s.

Council wants to ensure that eligible Ratepayers and Sundry Debtors can apply and be considered for assistance to meet their payment responsibilities.

A successful application will result in a payment plan being agreed between you and the Shire of Dardanup.

The Shire of Dardanup expects that Ratepayers and Sundry Debtors will make reasonable efforts to make payments in accordance with their agreed payment plan, but we do understand that things can change, and you can contact us at any time to request an adjustment to your payment plan.

Decisions about financial hardship applications will be assessed based on the information provided in the application form and attachments submitted. This information will be assessed against the requirements of the Shire of Dardanup’s Council Policy - Financial Hardship Policy for Rates and Sundry Debtors.
