Building Applications and Forms
The Shire of Dardanup is a Building Permit Issuing Authority. The Shire ensures all building construction that occurs within the Shire boundaries complies with relevant laws, standards and construction codes.
A building permit is required for most residential, commercial and industrial structures. This includes all new works, alterations, additions and extensions.
There are two types of building permit applications:
- BA1 – Application for building permit – certified: Requires a Certificate of Design Compliance (BA3 Form) to be completed by a Private Building Surveyor prior to being submitted to the Shire
- BA2 – Application for building permit – uncertified: Certified by the Shire.
Note: Under the Building Act 2011 it is required that all applicable approvals, including planning approval, are obtained prior to lodgement of a building permit application.

Building Classifications
Class 1a: Single dwelling, being a detached house or one of a group of two or more attached dwellings separated by a fire resisting wall.
Class 1b: Boarding house, a guest house, a hostel or the like.
Class 10a: Non-habitable building being a private garage, carport, shed, patio roof or the like.
Class 10b: Structure being a fence, mast, retaining or free-standing wall, swimming pool, water storage tank, soak wells or the like.
Class 10c: Bush fire shelter.
Class 2: Building containing 2 or more sole-occupancy units each being a separate dwelling.
Class 3: Residential building or that part of, other than a Class 1 or 2 for unrelated persons being a motel, hotel, backpackers hostel and other similar accommodation.
Class 4: Dwelling in a building that is a Class 5, 6, 7, 8, or 9 if it is the only dwelling in the building.
Class 5: Office building used for commercial purposes, excluding buildings of Class 6, 7, 8 or 9.
Class 6: Shop or other building used for the sale of goods by retail or supply of services direct to the public.
Class 7a: Carpark.
Class 7b: Building used for storage or display of goods or produce for sale by wholesale.
Class 8: Laboratory or a building used for the process for the production, assembling, altering, repairing, packing, finishing, or cleaning of goods or produce is carried out for trade, sale or gain.
Class 9a: Public health care building.
Class 9b: Public assembly building being a laboratory, school or the like but excluding any other parts of the building that are of another Class.
Class 9c: Aged care building.

Building Classes
Building and Construction Industry Training Fund Levy
Please Note: this payment is only required for construction estimated to be over $20,000.
The Building and Construction Industry Training Fund Levy applies to all residential, commercial and civil engineering projects undertaken in Western Australia, where the total value of construction is estimated to be more than $20,000.
You can pay the BCITF levy online.
Please Note: A copy of the receipt will need to be provided to the Shire with your application. Alternatively, you can have the levy included with your Shire application fees.
Lodgement of your Building Application
The Shire of Dardanup receives Building applications as follows:
- Electronically. The Shire of Dardanup encourages you to lodge building applications electronically via the Shire e-mail address. Please submit a PDF version of your application with supporting documentation to records@dardanup.wa.gov.au . We can receive up to 25MB per email.
- In Person. You may lodge an application over the front counter at either the Eaton Administration Office – 1 Council Drive, Eaton or Dardanup Administration Office – 3 Little Street, Dardanup.
- By Post. You may lodge an application via post at PO Box 7016, Eaton WA 6232.
Please note that all applications, in accordance with the section 130 of the Building Act 2011, are assessed electronically and are sent out via email with an electronic copy being recorded by the Shire.
Payment
All fees must be paid in full, once confirmation of the application has been made by the Building Department. Payments can be made over the phone via credit/debit card or in person at either of the Shire of Dardanup Administration Offices.
The minimum building permit fees for estimated value of works under $20,000 is $171.65.

Timeframes for Building Permit Approval
The following timeframes are in accordance with the Building Act 2011:
- Certified application: 10 business days (excluding public holidays).
- Uncertified application: 25 business days (excluding public holidays).
Notes:
- The clock will only start when the application is complete when submitted and payment is received.
- If additional information is required a letter will be sent to the applicant, builder and/or owner requesting further information. The applicant has 21 calendar days to provide the requested information.
- Under the Building Act 2011, the shire has the right to refuse an application if all the required information has not been submitted within the 21-day timeframe.
- The clock will stop from the date the letter is sent for additional information and will restart the day the information required has been received.
Notice of Completion
Once building works have been completed the builder is responsible for lodging the BA07 – Notice of completion form within seven (7) days of completion of works.
Failure to comply may result in fines or prosecution. Under Part 2, Section 33 of the Building Act 2011 a penalty of $10,000.00 can be enforced.
BA07 Form and relating documentation can be lodged by email to records@dardanup.wa.gov.au or a hard copy posted or delivered to one of the Shire of Dardanup offices.

Building Plans Request and Building Approval Information
What is the difference between a Building Plans request and Building Approval information?
A Building Plan request is where the Shire provides a copy of Building Permit documentation - plans for all approved structures on a property for example, floor plans, site plans, engineering, specifications/elevations and septic plans.
A Building Approval information request is where the Shire provides all listed approvals for a property, listing Building Permit numbers, issue dates and description of works.
As per Part 11, Section 131 of the Building Act 2011, copies of Building approvals and plans can only be provided to:
- The Owner(s) of a property, as reflected on the Shire of Dardanup’s Rates System.
- A person who has written authorisation from the Owner(s).
- The Purchaser of the property, in which case a signed copy of the Offer and Acceptance must be provided if a property transfer hasn’t occurred yet.
Please note: If a property is owned by a Company or a Trust, a current “Company Extract” must be provided. If the property is part of a Strata, written authorisation from the Strata Secretary representing the Strata Company must be provided.
