The Shire of Dardanup has taken action in response to community concerns about dust levels originating from both the Southbank development site in Millbridge and the Stage 3 expansion of Eaton Fair.
Following reports from residents, Shire officers attended both sites last week and issued formal Notices to Comply under the Shire of Dardanup Dust Control Local Law 2011.
At the Southbank development, a Notice to Comply was issued to contractor CJ Civil Solutions. At the Eaton Fair expansion site, a Notice to Comply was formally issued to the contractor following ongoing dust impacts on the local community.
Shire President Cr Tyrrell Gardiner said the Shire acted quickly to ensure community amenity and health were protected.
“As soon as concerns were raised, the Shire moved to enforce the conditions required to keep dust under control,” Cr Gardiner said.
“We thank residents for bringing these matters to our attention and for their patience while we ensure contractors meet the required standards.”
Southbank (Millbridge) – immediate measures implemented
In response to the Notice to Comply, the following measures have been implemented at Southbank:
- Soil stabilisation through application of a specialised dust suppressant product across the site to effectively seal the surface.
- Reduced vehicle movements, with trucking and sand delivery operations significantly scaled back and deliveries paused for the next two weeks.
- Enhanced dust control through increased water cart operations and additional on-site suppression activities.
Eaton Fair Shopping Centre development – required dust management actions
The Notice to Comply issued for the Eaton Fair Stage 3 Shopping Centre expansion requires the contractor to implement:
- Immediate watering to maintain all exposed sand areas in a damp condition at all times to prevent dust lift-off.
- Advanced stabilisation measures, including chemical soil stabilisers or hydro-mulch on all inactive areas and stockpiles to ensure the site remains secure after hours and during high winds.
- Installation of specialised dust screening along the north-east boundary to protect adjacent residences.
Ongoing compliance monitoring
Shire compliance officers will continue to monitor both development sites closely over coming days and weeks to ensure all requirements of the Notices to Comply are fully met.
“We acknowledge the contractors’ cooperation following the issuing of these notices,” Cr Gardiner said.
“Our priority is protecting the health, amenity and wellbeing of our community. We will continue to take firm and appropriate action wherever standards are not being met.”
